CGL-Web Feature Service Version 1.0

I made some improvements to Web Feature Service and packaged it as CGL WFS Version 1.0.
The files are available here http://complexity.ucs.indiana.edu/~gaydin/wfs/install/. I also updated WFS page on crisisgrid to reflect this release. Documentation about how to install is on the way.
 
With the latest changes, response time for a GetFeature request decreased significantly (in some cases 5 times faster). This should improve performance of WMS as well.
